Diamond City Partnership and City of Wilkes-Barre Seek Proposals for Reimagining Public Square Public Engagement and Conceptual Design Project
Wilkes-Barre, PA – Diamond City Partnership (DCP) and the City of Wilkes-Barre are inviting qualified planning, landscape architecture, urban design, engineering, and public engagement consultants to submit proposals for the Reimagine Public Square project.
The project will engage the community in envisioning the future of Public Square, one of Downtown Wilkes-Barre’s most known public spaces. The selected consultant will lead a public participation process to identify community priorities and preferred design approaches for key features of the Square, then develop conceptual designs and preliminary cost estimates to support future grant applications, fundraising, and phased implementation.
Potential project elements include the central and bubbler fountains, public restrooms, pavers, plantings, electrical and plumbing upgrades, and the potential relocation of monuments and plaques. Community engagement will be central to the process, including public meetings, interviews with community leaders, and additional opportunities for residents and stakeholders to share their perspectives.
The total project budget is $50,000. Proposals should outline the consultant team’s qualifications, approach to public engagement and conceptual design, work plan, relevant experience, and proposed fee.
A mandatory pre-proposal walkthrough will be held Thursday, October 29, 2026, at 10 a.m. at the Diamond City Partnership office, 4 Public Square, Wilkes-Barre. Interested firms must attend and sign in to be eligible to submit a proposal.
Proposals must be received by 4 p.m. Tuesday, November 17, 2026. The complete Request for Proposals is available at DowntownWilkesBarre.org/about/resource-library.
